The official statement is:

Try this: Make a track controlled by a hyperstep and turn the hyperlenght way down so the hyped track is very fast. Now copy the hyperstep to another position on the track (or another track). Both steps will now trigger the hyped track. If you change the original step values (pit vel len) these are also applied to the copied step(s). So the copied steps are what are often referred to as "virtual copies".
Bug or not, multiple track triggers are cool, but I would prefer that the copied hypersteps behaved individually from the original.
